Cobalt is an innovative and dynamic medical imaging charity delivering advanced diagnostic imaging services across the country to the NHS and private sector. We are looking for a Resourcing Manager to join our team and support our HR department.
Job purpose:
Support the Head of HR in the delivery of HR services and strategy complying with current employment law and best practice to meet the objectives of the charity. Guide and support managers in the delivery of effective recruitment and selection, performance management, learning and development, reward, benefits and employee engagement.
Key role responsibilities:
Recruitment and Selection
- Develop a modern, proactive and innovative recruitment strategy and brand reflective of the charity’s progressive culture to attract high-calibre candidates
- Engagement and networking with key strategic partners to support the Cobalt recruitment brand
- Develop and manage recruitment advertising channels including social media, NHS Jobs, publications, recruitment fairs, partnerships with education establishments
- Support and direct recruiting managers in the recruitment, selection and appointment processes
- Support the Head of HR in the review of job descriptions, salaries, annual pay review, competitive market testing salary scales
- Support the Head of HR in the development and management of HR policies and procedures
- Assist senior managers in the development of a career progression and retention strategy
- Maintain a clear understanding of current recruitment and retention planning practices through continued learning and development and networking
- Ensure all necessary protocols are maintained in respect of pre-employment checks and standards
Workforce Planning
- Manage the on-boarding and induction process for new starters
- Manage the exit process for leavers including exit interview process and associated administration
- Maintain accurate and up to date current and historical employee data in line with employment law and best practice
- Maintain up to date HR processes and ensure administration relating to starters and leavers is conducted accurately and expediently
- Work with managers to identify workforce resource requirements and develop proactive plans to address these
- Support the Head of HR and senior managers in the process of department restructure, redundancy, consultation processes
Learning & Development
- Support the recruitment and development of new postgraduates and the development of Cobalt graduate and apprentice schemes
- Work with the Governance Department to ensure a robust mandatory training programme is implemented and adhered to by all staff
- Work with the Head of HR to identify and source solutions for interpersonal and managerial skills development
- Support the delivery of associated training and coaching programmes to the HR support team
General HR Support
- Support the Head of HR in the maintenance and compliance of all relevant HR policies and procedures
- Support monthly payroll processes and checks together with the charity’s payroll provider and finance department
- Provide accurate and up to date HR data to support the annual audit processes
- Analyse HR metrics and provide reports as required to meet governance and compliance conditions
- Act as first point of contact and provide initial support to managers in respect of performance management issues
- Manage, oversee and support HR projects as agreed with the Head of HR
Management of Resources
- In partnership with the marketing and communications team to develop, manage and maintain high-quality recruitment advertising and marketing materials
- Manage employee on-boarding and training materials
Line management
- Supervisory and first-line management of the HR administration team
- Support, coach and mentor the HR assistant and HR Apprentice
Qualifications and experience required
- Educated to degree level or equivalent or equivalent experience in HR specifically with regard to Resourcing
- CIPD Level 5 or equivalent
- Sound knowledge of recruitment processes and employment legislation relating to recruitment
- Recruitment and resourcing background as a recruitment professional or HR generalist background
- Experience and knowledge of different effective recruitment strategies including social media and online recruitment
